the Maimed Incarcerator

Within the city of Dis in the Eleven Hells is the great infernal prison of Moliri. Prisoners of all sorts are kept here, from living mortals captured within the Hells to the doomed souls of the dead that now languish in eternal fires of punishment. Though Moliri is impossibly large, it is constantly expanding to meet the demand of new souls. A greater devil named Gaz’Gan, known throughout the city of Dis as the Maimed Incarcerator, is the overseer of the Obsidian Terminus, a recently established satellite wing of Moliri. Gaz’Gan previously held the rank of duke on another layer of the Hells, but was demoted to his current status for being caught plotting against his superior. Gaz’Gan bears resemblance to a barbed devil, but as further punishment for his treachery against his superior, most of his spines were painfully filed off during his demotion. Tail between his legs, he fled to Dis and networked his way to his current position, intent on corrupting enough souls to earn himself a promotion back to his previous rank so that he may be positioned to take revenge against his former superior. 

Despite the lawful order of the Hells, Gaz’Gan has always been a devil looking to bend or break the rules to his benefit whenever he could get away with it. His current endeavor is no different. Prisons in the Hells, especially Moliri, are bound by law to adhere to rules of conduct. When a living mortal signs their soul over to a devil through “undue duress,” for example, such a contract is considered illegal and the soul an illegitimate taking of the devil who managed the contract. Devils are also not permitted to kill mortals without permission from their superiors, as mortals in general are useful to devils for spreading infernal corruption and other infernal agendas. Gaz’Gan has been breaking these rules of conduct. Because his new superior is distracted by other important city business, Gaz’Gan has pushed the envelope to fast track his soul collection. He sends raiding parties to other planes to bring back live captives to the Obsidian Terminus. These live captives are tortured endlessly and forced, under duress, to sign their souls away to Gaz’Gan. Once they have signed, they are promptly executed, allowing Gaz’Gan to capture their essence. For as long as Gaz’Gan can operate in the blind spots of infernal law, business will be booming. 

Crawling through all cracks and corners of the Obsidian Terminus are 

 in service to Gaz’Gan. Many of these gore vermin are former imps that previously angered him, thus ensuring their demotion. They now serve as his eyes and ears throughout the prison complex, each of them hoping to be the one to deliver Gaz’Gan the piece of useful information that earns them promotion and frees them from their small, wretched forms. Little happens within the Terminus without the awareness of at least a single gore vermin. 

 is the chief torturer and interrogator of the Obsidian Terminus. His role is to put prisoners under as much pain and duress as possible so that another devil can swoop in and offer the victim a contract that they may sign to ease their suffering and sign away their souls. Gaz’Gan was approached by Hossem in the earliest days of his position at the Obsidian Terminus, and was intrigued by the cultroloth’s offer of service in exchange for fair payment. Hossem promised to be more effective at inflicting suffering than any other within the city of Dis, and thus far has delivered. He has also gone above and beyond for Gaz’Gan as he trawls the city for secrets and gossip, worming his way into social circles and feeding information back to Gaz’Gan. Gaz’Gan has come to rely heavily on Hossem, who, of course, does none of this out of charity. Gaz’Gan pays him well. For now, the relationship is mutually beneficial.

The featherless ones help guard the exterior of the prison and are especially useful should any prisoners ever escape the Obsidian Terminus. Of course, true escape from the Terminus is nigh impossible, but Gaz’Gan frequently enjoys lowering the prison’s defences and allowing some prisoners to flee, granting them fleeting hope of freedom before sending the featherless ones after them to give the creatures some exercise. The featherless ones have never failed in pursuing a prisoner. 

of the Obsidian Terminus are below only Gaz’Gan, Wuabbir, and Hossem in status, and oversee all other activity within the prison, including that of the many imps and chain devils that keep it in operation. There are six warden devils in total who share equal status with each other. This shared status causes much squabbling between them, and it is not uncommon for one of the warden devils to destroy another. Such an occurrence is an inconvenience for Gaz’Gan, who must then promote another devil to the form of warden or must procure the services of an existing warden devil elsewhere in the Hells. 

 that serves Gaz’Gan and the Obsidian Terminus is named Wuabbir. Wuabbir served Gaz’Gan in the days that the Maimed Incarcerator was previously a duke and Wuabbir was but a lowly imp. Gaz’Gan has rewarded centuries of faithful service by Wuabbir by promoting the devil several times, including to his current form of executioner devil. Wuabbir is as loyal to Gaz’Gan as devils can be to each other, which isn’t necessarily saying much. The executioner devil fosters a certain affection for his superior and strongly believes that Gaz’Gan is his fastest ticket to higher status, however, Wuabbir would turn on Gaz’Gan in an instant if someone could convince him that doing so would clearly benefit him. 

Prisoners are executed every day by Wuabbir the executioner devil within the Obsidian Terminus. Their remains drain into a lower chamber of the prison and feed the continual growth of a gargantuan 

 that calls the prison home. The viscera slime has existed for nearly as long as the prison, and does not attack any of the devils, for it knows that they are its source of food. Occasionally, it climbs up walls and through cracks in the stone to nibble on some of the live prisoners. The warden devils are vigilant in ensuring that the viscera slime never causes too much harm or kills a prisoner, but they tolerate a certain level of its activity because it helps to contribute to an ambience of fear and misery within the Terminus. 

It is unlikely that the party will fight Gaz’Gan on their own terms, as the Maimed Incarcerator would prefer to send kill squads after the party and engage them directly only in his lair with the benefits of home-field advantage. Gaz’Gan begins the fight by using a lair action to cast the 

spell, which he prefers to use as a ringed wall in order to best split the party. He then alternates his lair actions every round on 

 recharges, which he uses again as necessary. He uses his 

lair action every round as necessary to prioritise eliminating the squishiest party members first, and also uses his 

legendary action to try to keep at least one party member grappled as often as possible. If possible, he always uses his claw attacks on a grappled character to deal as much damage as possible. 

This devil lord seeks to reestablish himself after a fall from grace by operating an infernal prison in discordance with the laws of the Eleven Hells.
